Steven Rinehart

Owner and senior inspector

Steven Rinehart would be described by those around him as a passionate man. He loves what he does, helping those who need advice. Teaching has been a significant part of his life since he was very young. His first profession was in aviation, both as a mechanic and pilot. He was taught to flying by his mother before he was old enough to drive. He held a commercial & instrument pilot license when he joined the Army as an aircraft mechanic and then flight school. Rotary-wing and fixed-wing flight instructor and airline transport pilot licenses quickly followed. He spent evenings and weekends continuing training in advance aircraft and then teaching others. He spent the next 25 years and over 7000 flight hours teaching in everything from vintage airplanes to sophisticated military helicopters. After retirement from the Army in 1999 as a CW4, he was employed as a helicopter pilot in the Gulf of Mexico flying the oil platforms for Air Logistics while studying in the academic field with an emphasis in construction science. He began inspecting full time in late 2000 and never looked back.

His most recent accomplishment was the reappointment to his second six-year term on the Texas Real Estate Commission Inspector Committee. In this capacity, he continues his fulfill his desire to help others. He has served twice as Chairman of the committee and currently chairs the education committee.

Steven also serves as the Chairman of the International Code Council Exam Development Committee for the Energy Efficiency Code and Green Building Code. Here he has an opportunity to contribute to the inspectors worldwide by maintaining the exam to ensure it has realistic field-tested questions that genuinely evaluate the knowledge required to be an energy inspector.

Steven lives with his wife Anna-Dee in Harker Heights. They have two grown sons, Christopher George living in Grand Rapids Michigan and Michael Rinehart and wife Amy who recently delivered their third child, John Michael Rinehart, who joins his older sister Gabriella Grace Rinehart and brother Sovereign Edwin Rinehart. They currently live in Ft Worth, and Michael works for Bell Helicopter in Ft Worth Texas area.

Steven Philen

Steven Philen is a native of Texas. He recently retired from the City of Harker Heights with over 31 years, where he was the Chief Building Official for 8 years, and he previously held positions in the fire department to include Fire Marshal, Fire Investigator, and Fire Inspector. He has been in the construction field all his life and became a Building Inspector in 2006. He has 8 ICC certifications, licenses with TSBPE, and TCEQ and has performed over 10,000 fire, life safety, and construction inspections. He formerly held a journeyman electrician license and is currently serving on the board for the Bluebonnet Chapter of the ICC.

Bruce Ebbert

Bruce Ebbert is a native of the Sunshine State, specifically Clearwater, FL. He has been in the Central Texas area for 28 plus years. He has been employed as a city inspector for 23 years and currently the Building Official for the City of Belton. Previously, he worked in the construction industry for 15 years. He presently holds six licenses and 22 certifications.
